Preheat oven to 350° (325 for glass dish).
In a food processor combine flour, sugar and butter. Pulse until crumbly.
Press firmly into the bottom of a 9×13 inch pan.
Bake 15 minutes.
Meanwhile, in a medium bowl, beat sweetened condensed milk, eggs and vanilla.
Stir in Heath chips and pecans. Spread evenly over crust.
Bake 25-35 minutes or until golden brown and set. Cut into bars. Store in the refrigerator.
